To the Prime Minister:
The state of emergency is more serious than terrorism !Written By Mr. Hafez Abu Seada

Dr. Ahmed Nazif, the Prime Minister ,declared the extension of emergency again in his speech to the Parliament .He attributed mainly the extension of emergency to the incompletion of preparing Anti-Terrorism Bill before 31 /5/2008 and there is no need to rush on issuing the bill in order not to be legally defective !!. He indicated in his words that we have not tended to end our state of emergency and satisfied with penal and procedural laws to fight the phenomena of terrorism because we were not willing to sacrifice the stability , safety that we feel, and the economic growth achieved under it “!!!.

EOHR will hold a workshop entitled” “the freedom of opinion and expression in Egypt … reality and future prospects” next Wednesday on 28/5/2008 at 6:00 pm at the EOHR’s premises . A group of university professors and a number of members of People’s Assembly and Shura Council , representatives of political parties and civil society activists will participate in the activity of this workshop.

Introduction
During the session of People’s Assembly concerning the discussion of the decision taken by the President to extend the work of Emergency Law No.131/2006 ,the reporter of the general committee of people’s assembly mentioned that government has determined the needed period of time to prepare for the new terrorism law and its amendments. If the government succeeds in issuing a new law before within two years, the stat of emergency will come to an end.

EOHR will hold a workshop entitled “Subsidization…The Economic and Social Rights of Citizens“ tomorrow on 26/5/2008 at 6:00 pm at EOHR. The workshop will include leaders of thought and opinion, university professors, members of People’s Assembly and Shura Council, representatives of parties leaders and civil society activists.

At the end of the second meeting of the Egyptian Alliance for the Freedom of NGOs (EAFN), which was held on Monday 19/5/2008 at the Egyptian Organization for Human Rights, members of EAFN, which include a number of representatives of NGOs in Cairo and other Governorates, proposed a new bill for NGOs instead of Law No. 84 of 2002. The Members agreed to present the NGO bill to the Egyptian governorates for discussion and amendments.

A number of representatives from NGos in Cairo and other governorates, as members of the Coalition for Freedom of NGOs are holding a press conference next Monday 19/5/2008 at one p.m. at EOHR office in order to announce the establishment of the coalition, the statement of objectives and mechanisms of its work, and also agreed to invite civil and human rights organization in various other governorates of Egypt to join the alliance. This came at the conclusion of the first meeting of the Alliance held at the Egyptian Organization yesterday, Sunday, 11/5/2008.
