Electoral campaigning for the political parties continues

Preliminary report on the observation mission of the Egyptian Coalition for Electoral Observation

On December 21, 2011, the marathon of the Egyptian People’s Assembly elections in the second phase, second round continued in Giza, Menoufia, Sharkia, Ismailia, Bani Suef, Suez, Behaira, Sohag and Aswan Governorates. Campaigning, group transportation and group voting continued also.

This statement shows the electoral violations until 7 pm:

First: campaigning:

The coalition observers monitored campaigning materials in Al Salam and Gamal Abdel Naser Schools, constituency 2, for an independent candidate. Freedom and Justice Political Party was promoted in Om Al Moamenin, Aiyat and Al Saf Schools.

In Menoufia, there were campaigning materials at the Secondary Sporting School for Freedom and Justice Political Party.

In Bani Suef, the observers documented campaigning materials at the Preparatory and Shahid Yahia School in Semesta for Freedom and Justice and Al Nor Political Parties.  Al Nor Political Party and one of the independent candidates were promoted in Mohamed Anwar Al Sadat School, Naser Area, constituency 1. The supervising judge ordered arresting two women for campaigning inside the polling stations no. 401 and 402 in Tahabosh Primary School.

In Suez, campaigning materials for Freedom and Justice Political Party were found in Talat Harb School.

In Behaira, campaigning materials were found inside the polling center in Abdel Maged Al Morsi and Suzan Mubarak Schools in badr Area for Freedom and Justice Political Party.

In Sharkia, an independent candidate was promoted in Al Nahal School. Freedom and Justice Political Party and an independent candidate were promoted in Hosni Mubarak School in Al Husainia. Freedom and Justice and Al Nor Political Parties were promoted in Facos School.

Second: electoral problems inside the polling stations:

The observers of the coalition monitored non-existence of phosphoric ink in the polling station no. 97, Al Gazera School, constituency 1 and the same situation was found in Tawfiq Al Hakim School in Meet Okba.

In Behaira, The observers of the coalition monitored non-existence of phosphoric ink in the polling stations in Abu Rawash School.

Third: group voting:

In Giza, group voting was found in the polling stations no. 163 and 164, Shagarat Al Dor School and the polling station no. 743 in Tawfiq Al Hakim School in Meet Okba.

The group voting was also monitored in Abdel malek Awadin and Abtal October Schools in Aswan in addition to the polling station no. 93 in Al Dawlata School in Bani Suef.

Fourth: group transport:

The observers documented group transport to Al hawamdia School in Giza using cars no. 7543 and 202920 to vote for Al Nor Political Party. The car no. 9267 was transporting people to vote for Freedom and Justice in Saad Zaghlol School in Monib. The car no. 487 was transporting people to vote for Al Nor Political Party in Al Khat Al Wistani Area in Behaira. in bani Suef, people were transported to vote for Freedom and Justice Political Party in the polling stations no. 224 and 225 in the Teacher Club.

Fifth: early closing:

The polling station no. 434 in Al Belhasi School, constituency 3, in Bani Suef was closed when one of the candidates’ representatives claimed that the judge promoted a candidate of one of the political parties.

Sixth: clashes:

The supporters of the candidate Sayed Kamel and the candidate of Freedom and Justice Political Party’s supporters clashed in the polling stations 181 and 187 when the Freedom and Justice Political Party’s supporters were campaigning inside the polling stations.

In Behaira, Al Nour and Freedom and Justice Political Parties’ supporters clashed in Manshiat Abi Kir School for campaigning inside the polling stations. In Galal Al Shahawi School in Abu Homos, the representative of Al Nor Political Party clashed with the polling station officials when they allowed a woman to get to the polling station with campaigning materials for the Freedom and Justice Political Party.

Seventh: thuggish acts:

A serious clash and violence acts occurred by the supporters of Al Nor and Freedom and Justice Political Parties at the Agricultural School in Shebin Al Kom, Menoufia. the supporters of Al Nor and Freedom and Justice Political Parties clashed inside the poling center in Al Saf Preparatory School and the military police ended the clash.

Eighth: voter direction:

The head of the polling station no. 633 in Abu Bakr Al Seddek School in Ismailia was directing the voters to vote for Freedom and Justice Political Party.

In Giza, five veiled women were directing voters to vote for Al Nor Political Party in the polling stations no. 650 and 655, Sheikh Zayed Youth Center.

Ninth: poor existence of security troops.

The coalition observers monitored poor existence of security troops in Belifia School in Bani Suef; the supervising judge left the polling station after having many clashes outside the station.

Tenth: banning NGO’s observers:

The observers of the civil society organizations were banned from entering the polling stations no. 617 and 618 at the Islamic Institute in Serabium, Ismailia.
