Poor electoral participation on the second day

Preliminary report on the observation mission of the Egyptian Coalition for Electoral Observation

On December 22, 2011, the marathon of the Egyptian People’s Assembly elections in the second phase, second round was resumed in Giza, Menoufia, Sharkia, Ismailia, Bani Suef, Suez, Behaira, Sohag and Aswan Governorates. The polling centers witnessed poor electoral participation in spite of the continuous electoral campaigning during the silence period.

This statement shows the electoral violations until 1 pm

First: late opening:

The polling stations no. 456 and 457 in Al Warraq Primary School and Nahia Basic Education School in Nahia, Giza, were opened at 9 am. In Suez, the polling stations no. 299, 300, 301, 302 and 304 in Ahmed Zaki Primary School opened late.

Second: campaigning:

The coalition observers monitored campaigning materials in Galal Al Shahawi School in Behaira for Freedom and Justice and Al Nor Political Parties.

In Giza, the coalition observers documented the existence of campaigning materials for Freedom and Justice and Al Nor Political Parties in Zat Al Netakin Primary School in Al Saf.

In Bani Suef, the observers monitored campaigning materials in the polling stations no. 113 and 114 in Ehab Ismail School for Al Nor Political Party.

In Suez, there were campaigning materials in the polling stations no. 299, 300, 301, 302 and 304 in Ahmed Zaki Primary School for Al Nor Political Party and the same in Al Salam School for one of the independent candidates.

Third: electoral problems inside the polling stations:

The observers of the coalition monitored non-existence of any data printed on the polling boxes in the polling stations no. 456, 457 and 458 in Al Waraq Primary School in Giza. The phosphoric ink did not exist in at the polling station no. 97 in Al Gazera School.

Fourth: group transport:

The observers of the Egyptian coalition observed cars no. 7528 and 1685 transporting voters to Etai Al Barod Preparatory School in Behaira to vote for Al Nor Political Party.

In Bani Suef, the cars no. 417 and 418 were transporting voters to Al Mansor Primary School.

In Giza, the car no. 256 was transporting voters to Mostafa kamel School and the microbus no. 1758 was transporting voters to vote for an independent candidate in the sane school.

In Suez, the microbus no. 293294 was transporting voters to vote for Al Nor Political Party.

Fifth: absence of juridical supervision:

In Giza, the electoral observers of the coalition documented absence of the supervising judges in the polling stations no. 485, 486, 487 and 488 in Zat Al Netakin School in addition to the polling stations no. 491, 492, 493 and 494 in Mostafa Kamel Primary School.

Sixth: group voting:

The coalition observers monitored group voting at the polling stations no. 477 and 478 in Taha Hussein School in Saft Al laban and Sheikh Zayed School in Giza.

Seventh: thuggish acts:

The coalition observers in Al Saf Preparatory School in Giza monitored clashes of the supporters of Freedom and Justice and Al Nor Political Parties. The army forces ended the clashes.

Eighth: urgent closing:

The coalition observers monitored closing the polling station no. 493 in Semista Primary School, in Bani Suef, following clashes of the supporters of Al Nor Political Party and an independent candidate.

In Giza, the polling stations no. 503 and 504 in Mostafa Kamel School were closed for absence of the supervising judges.
