Existence of the recycle ballot for the second time in Behaira
Preliminary report on the observation mission of the Egyptian Coalition for Electoral Observation
On December 22, 2011, the marathon of the Egyptian People’s Assembly elections in the second phase, second round was resumed in Giza, Menoufia, Sharkia, Ismailia, Bani Suef, Suez, Behaira, Sohag and Aswan Governorates. The polling centers witnessed continuous campaigning made by Freedom and Justice and Al Nor Political Parties in addition to group transport, group voting, mistakes within the voter list, absence of phosphoric ink and electoral fraud.
Candidates in Aswan filed the official claim no. 5213 against the lack of ballots inside the polling stations in addition of invalidity of about 42.000 votes.
This statement shows the electoral violations until 7 pm:
The coalition observers monitored campaigning materials in the polling stations no. 196 and 197 in Helia Primary School, Bani Suef for Freedom and Justice Political Party and one of the independent candidates.
In Giza, Freedom and Justice Political Party was promoted in Nile Primary Scghool in Warraq, Ahmed Shawki School and the Tourism School in constituency 1. One of the independent candidates was promoted in Sheikh Zaid Youth Center and Future Youth School in Imbaba.
In Aswan, Al Nour Political Party was promoted in Soad Maher and Abtal October Schools. An official claim was filed against the polling station head in Ragab Hasanien School for directing the voters to vote for Al Nor Political Party.
In Behaira, campaigning materials were found in Om Al Moaminin School for Al Nor Political Party.
In Sharkia, the observers of the Egyptian Coalition found campaigning materials in Abu bakr Al Seddek School in Belbes, constituency 2 and al Aslogy School for Al Nor Political Party.
Second: electoral problems inside the polling stations:
The observers of the coalition monitored non-existence of the voter lists in the Tourism School in Giza. The polling boxes did not have any data in the polling stations no. 521 and 522 in Nile Primary School.
In Behaira, the phosphoric ink did not exist in Zawyat Naeim, Kafila, Abdel Aziz makhion, Abu Rawash and Galal Al Shahawy Schools.
Third: electoral fraud:
Galal Al Shahawy School in Abu Hommos, Behaira, polling station no. 390, witnessed detention of nabila Fatehi that intended to vote instead of her sister, who died before many years. The recycle ballot was found in Al Kasr Al Akhdar.
In Bani Suef, polling station no. 205 in the Coptic School, constituency 3, the head of the polling station filed a report against one of the polling station officials for checking 13 ballots for one of the independent candidates.
In Behaira, the supporters of Al Nor Political Party used the recycle ballot for the second time in the polling station no. 474 in Salah Al Din School. The ballot was found with Mabrouka Saber Atia. The head of the polling station filed a report against her. A veiled girl voted three times in Zawiat Naiem School. She was referred to the prosecutor general office.
Fourth: group transport:
The observers of the Egyptian coalition observed cars no. 6714 transporting voters to Ahmed Shawki School to vote for Freedom and Justice Political Party. Cars no. 4910 and 5836 were transporting voters to vote for one of the independent candidates in Warraq School in Giza.
In Behaira, cars no. 356161 and 14521 were transporting voters to Companiat Abu Kir School to vote for Al Nor Political Party.
In Bani Suef, veiled girls were transporting women to the polling stations no. 42, 43, 44, 45, 46, 47 and 48 in Bani Khalifa School.
Fifth: absence of juridical supervision:
In Giza, the electoral observers of the coalition documented absence of the supervising judges in the polling stations no. 565, 566 and 567 in Al Warraq Secondary School.
Sixth: thuggish acts:
The coalition observers in Al Shahid Abdel Moniem Riad School in Behaira observed thuggish acts in front of the polling stations. The military troops arrested the thugs.
Clashes took place among the supporters of freedom and Justice and Al Nor Political Parties and supporters of independent candidates, who were working on obtaining the Nubian Parliamentary Seat.
In Sohag, the supporters of the independent candidate threatened the supporters of Al Nor Political Party and banned them from entering the polling stations.
In Behaira, the supporters of freedom and Justice and Al Nor Political Parties clashed after each group tried to direct voters to vote for their party.
In Menoufia, Ezba School, Shebin Al Kom, the supporters of freedom and Justice and Al Nor Political Parties stoned each other and the military troops ended the clashed.
Seventh: electoral Bribes:
According to the statement of the Egyptian Coalition observers, one of the independent candidates used to buy a vote at LE 25 in Samasin School in Sharkia.
