1000 revolving ballots were used by an independent candidate in Minia

On January 10, 2012, voting continued during the second round of the last parliamentary election phase that runs in Menia, Kalyoubia, Gharbia, Dakhlia, New Valley, Matrouh, Kena and North Sinai. The voting process was cancelled in South Sinai. Voting runs in other 6 constituencies, in which voting was cancelled in the first and second phases, based on court decisions. The constituencies include Moharam Bek in Alexandria, Al Fateh and Dirot in Assuit, Al Sahel in Cairo and constituency 5 in Sharkia and the constituency of the Security Directorate in Aswan.

Most of the polling stations witnessed poor participation until the end of the day. Electoral campaigning, group transport and banning the representatives of civil society organizations from entering polling stations, are the most serious and continuous electoral violations during the three phases. Kafr Al Ziyat witnessed thuggish acts and the armed forces ended the acts.

Electoral violations until 7 pm:

First: campaigning:

The observers of the Egyptian Coalition for Electoral Observation monitored campaigning materials at Om Al Abtal Basic Education School in Abu Karkas for Al Nor Political Party and campaigning materials for Freedom and Justice Political Party in Astal School in Samalot, Minia.

In Kalyoubia, Al Nor and Freedom and Justice Political Parties were promoted in Kafr Al Walga Primary School and the Commercial School for Girls.

In Gharbia, Freedom and Justice Political Party was promoted in Sindin School.

In North Sinai, the observers of the Egyptian coalition found campaigning materials in Abu Bakr Al Seddek School for Freedom and Justice Political Party.

In Sharkia, Freedom and Justice Political Party was promoted in the polling stations no. 25 and 26 in Gamima School, constituency 5.

Al Nor and Freedom and Justice Political Parties were promoted in the polling stations in Belkas Preparatory School in Dakhlia.

Second: electoral Fraud:

The observers of the Egyptian coalition monitored 1000 revolving ballots in the polling stations no. 757, 758, 759, 760, 761 and 762 in Motwally Al Sharawy School in Matai, Minia, used by one of the independent candidates, constituency 1. Two of the candidate’s supporters were arrested and referred to Matai Police Station.

Third: group transport:

The microbus no. 21235 was transporting voters to vote for Al Nor Political Party in Om Al Abtal School in Abu Karkas, Minia.

In Gharbia, the car no. 8574 was transporting voters to vote for one of the independent candidates in taha Hussein School and cars no. 2493 and 1793 were transporting voters to vote for Freedom and Justice Political Party. One of the independent candidates used cars no. 6513, 6567 and 7591 to transport voters to Sindin Basic Education School, constituency 3.

In Dakhlia, car no. 126169 was transporting voters to vote for Al Nor Political Party in Al Attar Preparatory School.

Fourth: problems inside the polling stations:

The voter lists did not exist in the polling stations no. 729 and 730 in Al Taher School in Bani Mazar, Minia.

Fifth: direction of voters:

The observers of the Egyptian coalition monitored women gathering voters to vote for Freedom and Justice Political Party in Al Kholafa Al Rashidin and Abu Hasiba Schools in Tamai in Minia. One of the officials was directing voters to vote for Freedom and Justice Political Party in the polling stations no. 250 and 251 in Gandol School.

The candidates’ representatives were directing voters in the polling stations 191 and 192 in Taha Hussein School in Mahala.

Sixth: banning witnesses of NGOs:

The witnesses of the civil society organizations were banned from entering polling stations no. 57 and 58 in Tahrir Primary School in Malawi, Minia.

In Kalyoubia, witnesses of the civil society organizations were banned from entering polling stations no. 815 and 816 in Shubra Hars School.

Seventh: campaigning in mosques:

Al Nor Political party used the amplifiers inside a mosque in Badrman Villahe in Minia for electoral campaigning.

Eighth: thuggish acts:

The observers of the Egyptian coalition monitored verbal clashes between the supporters of Al Nor and Freedom and Justice Political Parties in Om Al Abtal School in Abu Karkas, Minia. The supporters of Al Nor Political Party organized a protest in front of the polling stations no. 434 and 435 in Bani Mazar Primary School, following banning one of the veiled women from voting without uncovering her face.

One of the candidates of constituency 2 in Belkas was blocking the way one he failed in the first round of the third phase.

In Sharkia, The observers of the Egyptian coalition monitored verbal clashes between the supporters of independent candidates in Samakin School, constituency 5, Sharkia.
