Statement no. 3
Thuggish acts in Minia
The second phase of Shura Council Elections continued on February 15, 2012 in 14 governorates including Giza, Aswan, Luxor, Suez, Behaira, matrouh, Minia, Sohag, Bani Suef, Ismailia, Port Said, Kafr El Sheikh, Kalyoubia and Sharkia. Within this phase, 536 political parties’ candidates are competing for 60 seats and 891 independent candidates are competing for 30 seats.
The observers of the Egyptian Coalition for Electoral Observation documented poor participation during the second day. They also documented many electoral violations like late opening of polling stations, campaigning materials for Reform and Development, Al Wafd, Freedom and Justice and Al Nor Political Parties. The observers also documented electoral problems like the absence of phosphoric ink and thuggish acts in Bani Suef and Minia.
Electoral violations documented by the observers of the Egyptian coalition until 7 Pm:
First: late opening of polling stations:
The observers of the Egyptian coalition documented late opening of polling stations no. 57, 58, 59 and 63 in Ashnin School in Maghagha, Minia, 8.30 am.
In Sharkia, the polling stations no. 3324, 3325 and 3326, Shohadaa Bahr Al Bakar School, opened at 9.15 am.
Second: electoral campaigning:
In Bani Suef, the observers of the Egyptian coalition documented existence of campaigning materials in the polling station no. 1455 in Shahid yahia Galal Schoolin Al Wasta, for one of the independent candidates.
In Luxor, one of the independent candidates was promoted in the polling stations no. 482, 483 and 484 at the Commercial School.
In Minia, campaigning materials for Freedom and Justice Political Party were found in Al Monsha Al Fikria School in Abu Karkas.
In Sharkia, campaigning materials for Freedom and Justice Political Party were found in the polling stations no. 164 and 165, Gamal Abdel Naser and Talat Harb Schools in Zakazik.
Third: electoral problems:
Observers of the Egyptian coalition documented non-existence of electoral curtains in Al Nahal and Abdel Aziz Radwan Primary Schools in addition to the polling station no. 56, Sadat Preparatory School for Girls.
Fourth: thuggish acts:
The supporters of the Egyptian Bloc and the Free Constitutional Political Party clashed in Abu Karkas in Minia because of directing voters.
Fifth: group transport:
In Beba, Bani Suef, cars without numbers were used for promoting Freedom and Justice and Al Nor Political Parties and the same situation was found in Desouk, Kafr Al Sheikh.
Sixth: absence of Phosphoric ink:
The phosphoric ink did not exist in the polling station no. 530 in Nakrashi School in Bani Suef and the medical Unit in Desouk in kafr El Sheikh and the same situation was found in Kiman Al Matana and Al Gharira Schools in Esna, Luxor. The observers also documented absence of phosphoric ink at the polling station no. 4, Al Husseinia School, Sharkia and Saleh Harb, Soad Maher and Akkad Schools in Aswan.
Seventh: direction of voters:
The observers of the Egyptian coalition documented direction of voters by the supporters of Freedom and Justice Political Party at the Primary School in Kafr Sakr, Sharkia.
