Presidential Elections Observation Findings Fifth Report

The Egyptian Organization for Human Rights (EOHR)  continues, today Monday 26th May 2014, to witness the Presidential Elections and issues its third statement detailing all violations observed by ECME until 9:00PM.

Witnesses and Candidate agents prevented from accessing the polling stations:

 

Damietta Governorate:

Witnesses and Candidate agents prevented from accessing the polling stations:

Witnesses and candidate agents were prevented from accessing Polling Station (PS) no. 23 in the Preparatory School for Boys, Kar Saad

 

 

Al-Minya Governorate

ECME witness, Karim Abdel-Fatah was prevented from accessing PS no. 15 in Al Rahmaniyah Prep School, Deir Mawas.

 

Campaigning Activities/Materials

 

Sharkiyah Governorate:

There are Tok Toks in the vicinity of Al Husseinya Prep School for Girls and Marei Primary School for Boys; campaigning for the Presidential Candidate Abdel-Fatah Al-Sisi.

 

Al-Minya Governorate

Pro-Sisi voters carrying his pictures were mobilized in front of PS no. 80, Nazlet Astal, Samalout.

 

Al-Gharbiyah Governorate

Two cars affiliated to the Nour Party, license plates 15520 Gharbiyah and 1859 Gharbiyah respectively, were carrying banners with Sisi pictures in the vicinity of the Dobbat Secondary School for Boys and Girls, Sonbat Village, Zefta District.

 

Cairo Governorate

–    Supporters of the Presidential Candidate Abdel-Fatah Al-Sisi are carrying posters and wearing T.shirts with his picture in PSs 7 and 8, Noqrashy Primary School, Hadayek Al-Qobba.

–    Supporters of the Presidential Candidate Abdel-Fatah Al-Sisi are wearing T.shirts with his pictures on them and instructing voters to vote for him at Al Shahid Tayyar School, Maadi.

–    Tok Toks are present carrying banners for Sisi and speakers blaring out Teslam Al Ayady song in front of the Modern Military Secondary Schools Complex and the Experimental School, Maadi.

 

Influencing Voters’ Choice

 

Monofiyah Governorate

An Administrative Staff in PS no. 9, Fangarg, Menouf was instructing voters to tick in front of both candidates. He was removed from the polling station.

 

Alexandria Governorate

–    A voter filed a report against the Chair of PS no. 23 in Amro Ben Al Was School, Moharam Bek, under no. 3=409 of 2014 accusing him of influencing voters and obstructing elections.

–    A woman inside Mohamed Karim, Somouha, carrying Sisi posters was instructing voters to vote for him.

 

Daqahliyah Governorate

Three PS staff were replaced because they instructed voters to vote for the Candidate Hamdeen El-Sabbahy; one of them was in a PS in Meet Eshna and the rest were working in PS 50, Selelnt, Aga and PS no. 6 in Selka village, Mansoura.

Violence and Thuggery

Alexandria Governorate

  • Clashes erupted between Muslim Brotherhood members and the residents of Al-Falaky Area to prevent the latter from participating in the elections. Ten MB members were arrested.
  • Muslim Brotherhood members organized a demonstration to disrupt the electoral process in front of the Al-Nahda Al-Noubiyah School, Mouharam Bik Area. Security forces interrupted the demonstration with tear gas, and the rioters  were thus disbanded.

Al-Minya Governorate

  • An IED was diffused in the area between the Department of Education  and the Church’s Dorm, Malawy City.

 

Violations inside and outside the PSs

Al-Minya Governorate

  • In PS no. 1, Industrial Secondary School, Deer Mouas District, the ballot box did not carry the PS number.
  • In PS no. 25, Al-Tal Al-Gharby School, Deer Mouas District, the ballot box did not carry the PS number.

Dakahliyah Governorate

  • The Head of PS no. 38, Meet Ashnah Village, Iga District was replaced as he tried to interrupt the voting process. As a result there was a large number of voters inside the PS and people were upset and closed the school until  he was replaced

Damietta Governorate

  • In PS no. 13, Al-Sanay’ Al-Zoukhrofiyah School, a person voted and went outside the PS without dipping his finger in the phosphoric ink.

Group voting

Gharbiyah Governorate

  • In PS no. 49, the Religious Institute, Al-Mahalah District, more than 20 persons voted at once.

Damietta Governorate

  • In PS no. 13, Al-Sanay’ Al-Zoukhrofiyah School, more than 10 persons voted at once.

Asyout Governorate

  • In PS no. 2, Mouhran Khalaf Primary School for Girls, Al-Qousiyah Area, more than 4 persons voted at once.

Sharkiyah Governorate

  • Clashes erupted between Muslim Brotherhood members and some voters at Al-Khalifah Al-Ma’moun School, Fakous District. Security forces intervened and controlled the situation.
  • In the Military Secondary School, Al-Ibrahimiyah Area, unknown shooter opened fire randomly without reported casualties.
