Low turnout, Election Propaganda, Electoral Bribes to voters

The results of the follow-up to the Parliamentary Elections 2015

The Third Report

 

Despite the low turnout of voters, profane propaganda, and offering of bribes, the parliamentary elections are still ongoing.

 

Delays in opening polling stations:

 

Minya Governorate:

     EOHR supervisors reported a delay in opening of polling station No.110 located at Dir “Al-Nargous” School, Ghagha Center. The doors remained closed until two o’clock in the afternoon and despite the situation at hand, the supervising judge of the neighboring polling station No.111 still refused to conjoin committees.

 

Oversights within polling stations:

 

Giza Governorate:

     EOHR supervisors reported the absence of attendance sheets meant to include all voters name assigned to the polling station located at “Mona El-Amir” Primary School.

Furthermore, EOHR supervisors reported the cessation of the chairman of committee No.27 leading to the conjoining of the latter with committee No.23,as both are located at Al-Mostakbal School, Awlad Rababa.

Minya Governorate:

EOHR supervisors reported the conjoining of 46 subcommittees due to the supervising judges’ absenteeism of the following polling stations: 10 committees in Samalut, 12 in “Abu Qarqas”, 4 committees in Bandar Minya, 2 in Matai, and 9 committees in both Malawi and El-Awda Center.

 

 

Electoral Bribes:

Giza Governorate:

EOHR supervisors received complaints of reoccurring electoral bribes taking place in “Al-Sheikh Zayed.” Moreover, bread bags were distributed in kiosks to voters in an area known as the “6th of October.” EOHR supervisors are currently investigating these complaints.

EOHR supervisors reported a violation of article 6 decision No.74 implemented in 2015, stating that no governmental facilities should be used for electoral purposes.

EOHR supervisors—stationed at El-Shahid “Essam El-Eslambouli” School, El-Badrasheen Center—reported the reoccurrence of electoral bribes offered to voters by candidates running for the elections.

 

Alexandria Governorate:  

     EOHR supervisors reported more reoccurrence of electoral bribes taking place at the polling station located at El-Arab Tower and El-Amereya. The estimated value of these bribes is of a hundred Egyptian Pounds per voter after filling out the paper ballot.

EOHR supervisors—located at Kabs el-Qotn School, Minya el-Basal Center—reported a candidate distributing boxes of candy with his name label, his electoral symbol, and electoral number.

 

Minya Governorate:

     EOHR supervisors reported more reoccurrence of electoral bribes to voters at the polling station located at El-Gomhoreya and El-Faneya for Girls, schools.

     EOHR supervisors reported an ongoing electoral campaign meanwhile the taking of votes. This incident took place in committees No. 12-14 at the Religious Council located in Samalut Center.

 

Giza Governorate:

     EOHR supervisors reported ongoing electoral campaigns held by Al-Nour political party where banners and laptops were used to tempt, direct, and influence voters. This violation took place at the polling station located in Housh Eissa district.

 

Alexandria Governorate:

EOHR supervisors reported the employing of children in electoral propaganda as they wore T-shirts with candidates’ face, name, and electoral number printed on them for promotion.

EOHR supervisors reported the use of the same campaigning method (T-shirts with candidates’ names, faces, and electoral numbers) worn by girls for promotion at the polling station located in “Gameela Abu-Hreid” School, Meena El-Basal Center.

Minya Governorate: 

     EOHR supervisors reported electoral campaigns, working with computers, taking place at polling stations No. 18-20 located at El-Mansha’a el-Fekreya School, “Abu-Qasas” Center.

     EOHR supervisors reported the presence of banners, in committees No. 48-50 located at Mechanical Junior High, to influence voters’ to choose certain candidates.

 

Asyut Governorate:

     EOHR supervisors reported electoral campaigns being carried out of candidates’ personal vehicles outside polling stations located in “Al-Qawseya” High for boys, Al-Qawseya Center.

    

Giza Governorate:

     EOHR supervisors reported the launch of electoral campaigns within and in front of the polling station in “Mona El-Amir” Co-ed Primary School, EL Hawamdeya Center.

     EOHR supervisors reported the distribution of notebooks (form of bribe) to voters, in front of polling station located at Al-Wahat Beheira Junior High.

     EOHR supervisors reported the use of microphones (from personal vehicles) for the purpose of the electoral campaigns for a candidate.

     EOHR supervisors reported the use of DJ and microphone speakers to influence a wide range of voters to choose a certain candidate.

 

Violence and Use of Force:

Bani-Seouf Govrenorate:

     EOHR supervisors the upheaval of a quarrel amongst supporters of different candidates at polling station located in Dashtut Junior High, Samsata Center. The conflict resulted in the damage of a mini-van and escalated when charges were pressed dated 8/10/2015.

 

Prompting Voters:

EOHR supervisors reported a candidate’s supporter attempt to persuade and prompt voters to choose this one particular candidate at polling station No.16 located at Al-Zeraeya High, Salamut Center.
