The results of the follow-up to the parliamentary elections 2015

 

         The first report of the second day

On Monday 10/19/2015, the second day of the first run-off, civilians continued to vote.

The election process operated in 103 polling stations and 5460 subcommittees in order to choose 226 candidates for individual positions and 60 candidates in rural areas and West Delta.

The total number of candidates is 2549 candidate running for the elections taking place in the following 14 governorates: Beheira, Giza, Alexandria, Matruh, Asyut, Red Sea, Suhag, Bani-Seouf, New Valley, Minya, Fayoum, Luxor, and Aswan. The number of electoral supervisors is sixteen thousand judges meanwhile seventeen thousand members belong to 88 Egyptian organizations and 700 foreign organizations.

EOHR reported numerous electoral violations which include delays in opening polling stations, oversights, electoral propaganda against terms of conduct put forth by constitutional law, electoral bribes, and prevention of electoral supervisors from entering the polling stations. These violations can be summarized as follows:

 

Delay in opening polling stations:

    Giza:

        EOHR supervisors—located at polling stations No. 45, 46 at “Ameer el-Shoara’a” School in Barnashant El-Ayat—reported that the polling stations’ doors remained closed until 9:30 am.

EOHR supervisors reported more delays in opening polling stations located “Abd-Allah Bin-Rawaha” Junior High, El-Warak, until 10 o’clock. This delay was due to the absence of the committee chairman.

EOHR supervisors reported delays in other polling stations located at El-Orman Junior High, Al-Agouza for the same reason, that is, the absence of the committee chairman.

EOHR supervisors at polling station “Mohamed Naguib” School, Embaba, reported more delays in opening polling stations until 10 o’clock due to the late arrival of the supervising council.

 

Bani-Seouf:

EOHR supervisors reported delays in opening polling stations No.12, 13 located at the Bani-Seouf Junior high for boys, Samsata Center, until 9:50 am.

 

 

Luxor:

EOHR supervisors reported delays in opening polling stations No. 75, 76 until 10 am due to the absence of supervising judges. These two polling stations are located at Om El-Moemenin School, Esna Center, South of Luxor.

 

Asyut:

    EOHR supervisors of polling station No.6—located at El-Nasr Primary School, Qawseya—reported delays in opening the doors until 10 am due to the absence of the head supervisor.

 

Aswan:

    EOHR supervisors at polling station No.13 reported more delays in opening doors to voters until 10:30 am—this electoral committee is located at El-Ahmour El-Mohtashed School, Kom Center.

 

Beheira:

EOHR supervisors reported more delays in opening polling stations until 9:30 am at electoral committee No. 49 located at El-Hedeen School, Kom Hamada.

 

Influencing Voters:

   Aswan:

EOHR supervisors at polling stations No. 36, 37 reported candidates’ attempts to influence civilians to grant them their votes; these polling stations are located at El-Wehda Al-Mahaleya, Dram Center. The same violation took place at polling stations 39, 40 at El-Rekaba Junior High, Dar Center.

 

Minya:   

    EOHR supervisors at polling stations No. 12, 14 at the Religious Center, Samalut, reported attempts by representatives’ candidates to direct and influence voters.

The same attempt to influence voters took place at polling stations No. 11, 7 at “Salah Salem” School, “Abu Qarqas” Center.

 

Electoral Propaganda:

   Minya:

EOHR supervisors at polling stations No.72, 73, 74—“Said Basha” School, Bandar El-Minya—reported the use of banners and distribution of electoral flyers for the purpose of propaganda for an electoral candidate.

 

Giza:

EOHR supervisors reported more reoccurrence of electoral propaganda inside the polling stations: a candidate’s representative use of laptops to dictate his candidate’s electoral number to voters. Consequently, this representative was arrested by security forces for what is clearly a violation of electoral laws.

 

Minya:

EOHR supervisors at polling station No. 47, El Sedr Hospital, reported ballots to be unstamped.

 

Aswan:

    EOHR supervisors at polling station No.32—Awad Primary School, Maniha Village, Kom Embo Center—reported the nonattendance of the supervising committee chairman while he supervises at another polling station of his choosing.

 

Preventing supervisors from entering polling stations:

Giza:

EOHR supervisors reported an officer preventing a fellow EOHR supervisor from entering the polling station located at Ameer El-Shoara’a, Barnashant, El-Ayad Center, although holding an authorization card from the higher electoral committee.

 

Electoral Bribes:

Minya:

 

EOHR supervisors reported the recurrence of an argument between two candidates’ representatives as one of them offered electoral bribes to voters while the other one objected. This incident took palce at polling station No.52, El-Azhari Institute, Malwi Center.
