The Second Report of the First Day of the Second Stage:

          The voting continues during the second stage of the parliamentary elections taking place today and tomorrow in the following governorates: Cairo, El-Qalyoubeya, El-Daqahleya, El-Mounoufeya, El-Gharbeya, Kafr el-Sheikh, El-Sharkeyah, Domyat, Port-Said, Ismailiya, North and South Sinai. So far, there has been a low turnout of youth, while on the contrary, women and the elderly have contributed a great deal during the elections today.

EOHR supervisors reported many violations during today’s elections: electoral bribes (monetary and other), not keeping quite inside the polling stations, preventing supervisors from entering polling station, and directing voters

 

Electoral Propaganda:

Cairo:

EOHR supervisors at polling station “Nabaweya Mousa,” El-Shorouq, reported the head of the committee pressing charges against the representative/supporter of the Liberation Political Party for carrying a laptop inside the polling station.

EOHR supervisors reported that the representatives of two electoral candidates posted flyers and banners, in the favor of those two candidates, on the front of “Nour Al-Mohamadi” mosque, El-Matareya.

El-Swiss:

EOHR supervisors, assigned at “Qassem Amin” polling station, reported the use of banners for propaganda purposes in favor of an electoral candidate.

EOHR supervisors at polling station “Mahmoud Sami El-Baroudi” reported more use of banners, during the elections, in favor of an electoral candidate.

Al-Gharbeya:

EOHR supervisors observed a vehicle with pictures of the “Republican Alliance” political party candidate, as well as other forms of propaganda outside of polling stations.

EOHR supervisors stationed at the Religious Institute, Naweya Village, Samanoud Center, reported a candidate operating from a small space, outside the polling station, where he make deals with voters and urges them to vote for him.

El-Dakahleya:

EOHR supervisors at polling stations No.35 and 36, Gad Al-Haqq School, Mansura city, reported an electoral propaganda where flyers are being distributed with a candidate’s picture and electoral number.

Domyat:

EOHR supervisors reported that at the following polling stations: “El-Shohada’a” School, El-Haditha Primary School, and El-Sherbini Primary School, banners were posted on school walls, in favor of an electoral candidate with the symbol of a (tea cup).

 

Preventing Supervisors from entering polling stations:

Cairo:

EOHR supervisors reported that a police officer prevented another fellow EOHR supervisor, “Amal Zein,” from entering the polling station, “Imam Mohamed Abdo” Junior High, Ein Shams, although she has a valid permit from the Higher Electoral Committee.

 

Electoral Bribes:

Cairo:

EOHR supervisors reported the arrest of four agents of an electoral candidate (with the electoral symbol of a watch), meanwhile distributing bribes to voters outside of polling station “Omar Bin-Abd El-Aziz” school.

EOHR supervisors stationed at “Shobra” High School, El-Sahel Circuit, reported the presence of a vehicle, distributing meals to voters in exchange for their votes to a certain candidate.

EOHR supervisors reported that a candidate’s supporter bought votes in favor of that one candidate he works for/represents; this incident took place at “Al-Malek Fahd” School, Nasr City.

 

 

El-Dakahleya:

 

EOHR supervisors at polling stations No. 93, 96 reported that the representative of the Liberation Party candidate, attempted to direct and influence voters in favor of that one candidate.

El-Sharqeya:

EOHR supervisors at polling stations No. 97,100—“Meet El-Ezz” School, Faqus Center—reported votes being bought for 50 to 100 Egyptian pounds per vote.

 

El-Gharbeya:

EOHR supervisors, stationed at “Qotour” Primary School,  reported manipulation with the ballot paper outside of polling station No.4.

Domyat:

EOHR supervisors—outside of polling stations “el-Shohada’a” and “el-Haditha” Primary School—reported a representative of the candidate with the electoral symbol of a (tea cup); distributing electoral bribes for 200 to 300 Egyptian pounds per vote.

 

Directing and Influencing Voters:

Cairo:

EOHR supervisors reported a candidate’s supporter attempting to direct and influence voters, at polling station “Al-Gamaleya” School.

EOHR supervisors at polling station No.12, El-Ishraf School, Masr El-Adeema Circuit, reported that a judge disputed with a candidate’s agent, due to his attempt to influence voters.

 

Domyat:

EOHR supervisors reported more attempts to direct voters, by the representative of the electoral candidate with the symbol of a (horse). This observation was made at polling station “El-Montazah” School.

 

El-Gharbeya:

EOHR supervisors at polling station No.3—El-Nasser School, Tanta—reported a group of civilians protesting the attempts of employees, working inside of polling stations, to recruit voters.

Al-Monofeya:

EOHR supervisors reported more attempts to direct and influence voters, at polling station “El-Shaheed el-Gondi” School, Bandar Shebeen El-Kom.

 

Errors and Oversights within polling stations:

El-Gharbeya:

EOHR supervisors reported the disappearance of an entire page from the records holding all voters names. The candidates’ agents called for backup and asked for a new record. This incident took place at polling station “Qotour” Primary School.
