Delayed Openings of Polling Stations—Low Turnout of Voters:

 Today, Monday November 23rd, is the second day of the Parliamentary Elections of 2015. This second stage includes 13 governorates as follows: Cairo, Al-Qalyoubeya, Al-Dakahleya, Al-Monofeya, Al-Gharbeya, Kafr El-Sheikh, El-Sharqeya, Domyat, Port-Said, Ismailiya, and North and South Sinai.

During this process, the total number of candidates is 2893; 282 candidates of which are competing on 222 individual seats, and 60 political party seats (Cairo=45 seats and East Delta=15 seats).

Cairo is the most represented within the parliament with 49 seats for its resident candidates; El Sharkeya comes in second place with 30 seats; El Qalyoubeya holds 25 seats; El-Gharbeya 24 seats; el Monofeya 20 seats; and Kafr el-Sheikh 16 seats. The governorates with the least representation in the parliament are Domyat (7 seats), El-Ismailiya (6 seats), North Sinai (5 seats), Port Said (4 seats), Swis (4 seats), while South Sinai holds 3 seats.

 

The total number of voters in all 13 governorates is 27 million and 503 thousand and 913, voters.

During these elections, many violations have occurred as follows: delayed openings of polling stations, electoral propaganda, and others.

 

Delayed Openings of Polling Stations:

Cairo:

EOHR supervisors reported delays in opening the following polling stations until 9:30 am this morning due to the supervising judges’ absence: Ein-Shams Primary School, October 6th primary School, October 6th Junior High, and “Om-El-Abtal” Primary School.

El Sharkeya:

EOHR supervisors reported delays in opening the doors of polling stations No. 76-78, “Abd El-Salam Atwan” Junior High, El-Hassiniya Center, until 9:40 am.

El-Dakahleya:

EOHR supervisors at polling stations No. 19-22, Balkas Junior High, and polling station No.25, El-Zera’a School, Balkas Center, reported delays in opening the doors of these two polling stations, until 9:30 am, due to the absence of judges.

El-Sewis:

EOHR supervisors reported more delays of opening the doors of polling station No.166, until 10 am this morning, due to the judge’s late arrival.

El-Monofeya:

EOHR supervisors reported more delays at polling stations No.24-30, El-Shaheed El-Gondi School, Bandar Shebeen El Kom, as the doors did not open until 9:15 am.

 

El-Qalyoubeya:

EOHR supervisors reported delays in opening polling station “Kafr Marawan,” until 9:30 am, due to the judges’ late arrival.

North Sinai:

EOHR supervisors reported delays in opening doors of polling stations “El-Shaheed” Primary School, until 9:30 am, due to the judges’ late arrival.

 

El Gharbeya:

EOHR supervisors reported more delays in opening the following polling stations until 9:30 am due to the judges’ late arrival: No. 166, 167, 169 at “Akhnawi” Village; and No. 138 at Dafra Village.

Violence and Use of Force:

Domyat:

EOHR supervisors reported an individual’s arrest as he was carrying an armed weapon, at polling station No. 99-103, Kafr El-Bateekh. Charges were pressed against this individual, Docket No. 9459.

 

Errors and Oversights inside of Polling Stations:

Cairo:

EOHR supervisors reported that a voter pressed charges because his name was missing from the voting records; (Docket No. 6131). This event took place at El-Gomhoureya District, El-Mahala El-Kobra.
