Electoral Bribes—Violence and Use of Force—Directing and Influencing Voters:

The second Report of the First day of the Second Stage:

The voting process is still ongoing meanwhile a low turnout of voters, leading to votes being bought for 500 Egyptian pounds per vote. There remain 13 governorates within 102 circuits including a total number of 2894 candidates competing on 222 seats.

So far, the governorates competing for most parliamentary seats are Cairo and South Delta. The leading political parties in the electoral process are as follows: “In the Love of Egypt,” “The Republican Alliance,” and “Al- Nour Conservative Party.”

The series of violations taking place during the electoral process are as follows:

Electoral Propaganda:

Cairo

EOHR supervisors reported a candidate’s representative distributing flyers in favor of a certain candidate with the electoral symbol (Cairo Tower); this was at polling station “The Commercial Junior High,” El-Marag Center.

 

El-Gharbeya

EOHR supervisors reported group transportation of voters to polling station “Gamal Helmi” Primary School, Saft Torab Village, El Mahala El-Kobra Center. The vehicles transporting voters, had flyers promoting the electoral candidate with the (tiger) symbol, posted on them.

Domyat

EOHR supervisors reported that a vehicle, with the license plate No. xxx, 3476, conducted an electoral propaganda in favor of a particular candidate, as well as transporting voters to support him; these events occurred at the polling station located at kafr El-Batikh Junior High, Kafr El-Batikh Center.

EOHR supervisors reported the outburst of quarrels between the supporters of electoral candidate “Gouda Rakha” and supporters of “Hamdi Shalabi” due to the latter’s attempt to influence and direct voters. Police forces intervened to break the fight, but without arresting any of the involved individuals.

Al-Qalyoubeya

EOHR supervisors, in front of polling station October 6th, Shobra El-Khema Circuit, reported a dispute amongst the supporters of two candidates, “Salah Tohami” and “Salah Hassaballah,” due to their competitive attempts to direct voters.

Al Swess

EOHR supervisors reported that 14 year old teens were arrested for distributing electoral flyers in favor of the candidate with the (camera) symbol. This event occurred at Fesal Disctrict, and charges were pressed with Docket No. 55216/2015.

Directing and Influencing Voters:

Cairo

EOHR supervisors, in front of polling stations No.15-17, reported attempts of the supporters and representatives of two different candidates, (Palm) and (Pen), to influence voters to choose their supported candidate, only 5 feet away from the polling station.

Kafr El-Sheikh

Outside of “Mohamed  Fareed” School, polling station No.219, EOHR supervisors reported an attempt by the Conservative Party’s agent, to direct and influence voters.

 

Errors and oversights within polling stations:

Cairo

At hadaek El-Qobba district, EOHR supervisors reported the conjoining of polling stations No.39 and 40, due to the judge’s late arrival.

 

Kafr El-Sheikh

EOHR supervisors, at polling station No. 252, Dosouk Junior High, Dosouk Center, witnessed group voting, which is a violation of the law.

 

Electoral Bribes:

Cairo

EOHR supervisors, located at “Abu-El-Seoud” and “Om-el-Moemeneen” schools, serving as polling stations, reported bidding for votes. Voters bargained with candidates on the prices with which they are selling their votes, and considered 50 Egyptian pounds to be little compensation.

Kafr El-Sheikh

EOHR supervisors witnessed the agents of the Conservative Party; attempting to buy votes for 400 to 500 Egyptian pounds per vote, outside of polling stations No. 225, 226, “Saad Sheta” Schools.

 

Domyat

EOHR supervisors reported more electoral bribes, in favor of the electoral candidate with the (pen) symbol, as votes are bought for 400 to 500 Egyptian pounds per vote. This incident occurred at the polling station located in front of “El Shaheed Omar Shazli” School.

Furthermore, EOHR supervisors spotted the agents of two candidates, the (lamp) and the (ship), distributing electoral bribes, estimated at 400 to 500 Egyptian pounds per vote. This is outside of polling station Kafr El-Batikh Primary School.

 

Al- Gharbeya

 

EOHR supervisors reported the arrest of 3 agents possessing 4500 Egyptian Pounds; consequently, charges were pressed against them with Docket No. 6131, outside of polling station “Nasser” Primary School, El Mahala el-Kobra.

 

Group Transportation:

Al-Gharbeya

EOHR supervisors reported group transportation of voters to polling station El-Santa Center, in favor of two electoral candidates with the initials (A.Sh.) and (M.P).

 

Violence and Use of Force:

Cairo

EOHR supervisors reported the outburst of quarrels amongst the supporters of different candidates, at polling station “El-Matareya” Schools.

Al-Dakahleya

EOHR supervisors reported another dispute amongst the supporters of different candidates, during which one voter was injured and taken to the hospital, where he died. The polling station where this incident occurred was located at “Ahmed Shoaib” Junior High, Kom El-Nour Village, Meet Ghamr Center.
