1st report: Follow-up on the second day of the House of Representatives elections 2020 in the second phase

(Moderate voter’s turnout  – and electoral violations in front of polling stations)

The electoral process continues for the second consecutive day of the second phase of the House of Representatives elections. The elections began on Sunday morning, 11/8/2020 at nine o’clock in the morning and are scheduled to end at exactly nine o’clock in the evening. More than 31 million voters in 13 governorates will continue to cast their votes within 9,468 polling stations.

The second day of the electoral process for the Egyptian Parliament elections will continue under full judicial supervision over the various polling stations by 12 thousand judges. Judges supervising polling stations will stress the importance of precautionary measures and following the administrative procedures set by the National Elections Authority and the Egyptian Ministry of Health regarding response to COVID19.

The first report for the second-day documents a group of electoral violations that were monitored by the EOHR’s observers. Indeed, the organization firmly believes in the importance of civil society monitoring of elections in general and parliamentary elections in particular. This report deals with violations in the second phase of elections in the 13 governorates. The violations ranged from electoral campaigning in front of the polling stations in violation of the decisions of the National Authority, as well as the spread of electoral bribes, in which the price of the electoral vote in some polling stations reached nearly 200 pounds, which disrupts the electoral process and affects its integrity.

Precautionary and preventive measures

The electoral commissions opened their doors to the voters at exactly nine o’clock in the morning on the second day of the House of Representatives elections in the second phase. The organization’s observers noticed that the authorities sterilized the polling stations and prepared them to start the electoral process. There was strict discipline and direction to adhere to the precautionary measures within the polling stations. Voters were instructed to wear masks and adhere to social distancing. Judges and supervisors in the polling stations also ensured that voters went behind curtains while they were casting their votes. There was strict adherence to all administrative procedures related to the electoral process that are necessary for its safety.

Electoral Violations

The Egyptian Organization for Human Rights observed several electoral violations on the second day of the second phase of the elections through its operation room and its observers in the different governorates. The first report concerns violations observed between 9:00AM and 11:00 AM. These violations included the use of electoral bribes, and some candidates continued to campaign in front of polling stations in violation of the National Election Authority’s decision. Candidates and their supports continued to transport voters to polling stations and direct voters in front of the polling stations. The voter turnout was moderate with a significant presence of women and the elderly.

Violations of the election propaganda:

Damietta Governorate:

  • The organization detected a violation of the mass transfer of voters as well as the distribution of electoral bribes by the Mostqbal Watan Party candidate and the Al-Shaab Al-Gomhori candidate. The price of each vote reached 100 pounds, in front of the First District in Al-Siyala area and Izbat Al-Saidi School.
  • The organization detected a violation of a mass transfer of voters in front of the polling station in the first district in Kafr Al-Batikh School and Adliya Elementary School by the candidates of the Mostaqbal Watan Party and the Al-Shaab Al-Gomhori Party.
  • The organization detected a 50-pound electoral bribe violation in front of the Experimental School Committee in Ras El-Bar, in favor of one of independent candidates.
  • The organization detected an electoral campaign violation and the distribution of electoral bribes where the price of the vote reached 100 pounds in front of the polling stations of the second district in Abbas Al-Kayyal Preparatory School in the village of Sharmasah and Martyr Omar Al-Shazly Primary School in Zaatarah.

Dakahlia Governorate:

  • The organization detected a violation of distributing electoral bribes worth 200 Egyptain pounds in favor of a candidate of Watan’s Future Party in front of the polling station of the Secondary School for Boys and Maghazi School in Belqas district, as well as the violation of transporting voters in their vehicles.

Al Gharbia Governorate:

  • The organization spotted a violation of transferring voters in front of Omar Zaafan and Safia Zaghloul schools in favor of the candidates of the Tagammu Party and the Watan Future Party.
  • The organization spotted an electoral propaganda of hanging banners in favor of the independents list. It is written on it, “Know your committee”, next to the photos of the candidates of the list before the committees of Safeya Zaghloul School.
  • The organization spotted a violation of distributing electoral bribes, and the payment of 100 pounds for one vote in front of the polling station of  Abd al-Hai Khalil and Taha Hussein schools in favor of the Tagammu’s and Watan’s Future Party candidates.
  • The organization spotted a violation of providing a mass transfer of voters for one of the independent candidates in Al Gharbia Governorate.

Al Sharqia Governorate:

  • The organization spotted a violation of transferring voters in front of the committees of Al Husseiniya Secondary School for Girls and the Sheikh Abu Jarir Institute in favor of one of the candidates.
  • The organization spotted a violation of distributing electoral bribes; Whereas the price of the vote reached 200 pounds in front of the polling stations of the first district in the Al-Hikma Schools, Zagazig Center, for the candidate of the Watan Future Party.
  • The organization detected electoral bribe violations for the candidate of the Watan Future Party before the polling stations of Sadat Secondary School for Girls, Zagazig.
  • The organization detected an electoral campaign violation by distributing electoral bribes in front of the polling station of Al-Shoubak Primary School in Al-Shoubak District, Zagazig, for the candidate of the Watan Future Party.

Suez Governorate:

  • The organization detected a violation of distributing electoral bribes in favor of an independent candidate; Where the price of the vote reached 50 Egy. pounds, in front of the polling stations of Abu Aref School in Al-Ganayen, the Amer Village School, and the Saloufa School.
  • The organization detected an election campaign violation before the Imam Malik School polling station in Suez district. Where banners were found before the polling stations in favor of the candidate of the Future of the Nation Party.

Kafr Al sheikh governorate:

  • The organization detected a violation of transporting voters in cars belonging to one of the independent candidates, as well as a violation of paying electoral bribes worth one hundred Egyptain pounds before the polling station of Abu Bakr Al-Siddiq School in Desouk city.

Cairo Governorate:

  • The organization spotted a violation of directing voters in favor of the Republican Party candidate before the polling station of Ibn Rushd School in the Amiriya area, as well as a violation of paying electoral bribes to voters in the form of bonuses worth one hundred pounds.
  • The organization spotted a violation of a mass transfer of voters in front of the polling station of Amr bin Al-Aas School, as well as a violation of distributing electoral bribes in favor of one of the independent candidates, in addition to not adhering to the preventive procedures, as voters did not adhere to wearing masks during voting.
